The former Neckartal barracks will be further upgraded for education and training of blue light organizations. Southwest police will be carrying out special operations in Mosbach in the future

Former sports field becomes a training facility for authorities and organizations with security tasks (BOS organizations)

Countless drops of sweat and probably a tear or two were shed here. In the past, when the area was still a barracks and the sports facility on the edge of the forest, including a tartan track and a soccer field, invited long-lasting performance comparisons. The once manicured lawn has long since disappeared, as has the running track around it. The former sports field is currently a huge construction site. However, training will take place here again soon. Instead of football and endurance runs, “complex operational situations” will be practiced in the future: Under the direction of the Training Center Rescue and Help (TCRH), the “Central Training Center of the Baden-Württemberg Police”, or ZTZ Mosbach for short, is being built on the site of the former Neckartal barracks.


Sea containers recreate an urban scenario

The fact that this is not a run-of-the-mill facility becomes clear from the first glance at the construction site: since mid-October, around 08 men from the Leonhard Weiss construction company have been busy working there, with the help of plenty of heavy equipment, the foundations of the extraordinary training facility have been laid now laid. There are 15 of them, neatly distributed across the practice area and each made from twelve cubic meters of concrete. A total of 30 shipping containers will later be placed on the massive blocks, with which the individual training scenarios, i.e. the complex operational situations mentioned, can then be created.


Use of existing resources avoids traffic congestion

Foreman Marko Graff and his busy team have already installed more than half a kilometer of drainage pipes underground, “with three different lines and 15 shafts, which also serve as a buffer during heavy rain events,” as Graff explains. The “completely soaked” old construction site had previously been removed and made fit for future tasks, i.e. more load-bearing, by adding lime and cement. The foreman emphasizes that the approach was as sustainable and resource-saving as possible. And it also shows two small ponds on the edge of the construction area, which were deliberately preserved and secured with the help of dry stone walls (the stones come almost entirely from the site).


The track system and boulevard replicate inner-city operational situations

The area that is being built next to it for the training center is nevertheless enormous: the individual training sections are created on around 14.000 square meters, in which a rampage can be simulated as well as a hostage-taking or a bank robbery. The container city is interrupted by two tracks. Of course, these will also be used later for the exercises. “But they are built in such a way that normal train traffic could run on them,” says Ronny Hoffmann, the track construction foreman on site, explaining that the simulation tracks are built just as precisely as “real ones”. The building builders from the Weiss team also have the same precision requirements: Ralf Werner puts the height difference of the 118 support surfaces for the sea containers at “maximum one centimeter”. “We are precise and fast,” summarizes Marko Graff with a smile. You also have to speed up, after all, parts of the system are scheduled to go into operation in the spring.


Education and training for the fire brigade, THW, rescue services, disaster control and police

“The boys can do it, I have no concerns about that,” says Jürgen Schart, confident that the construction site will soon become a training facility. The President of the Federal Association of Rescue Dogs (BRH), to which the TCRH belongs as the developer of the facility, outlines the future use of the training center. The country has rented a property for (at least) ten years in order to allow the police to train in special operational situations on the Hardberg in Neckarelz. In addition to the police, the facility is also available to other emergency services organizations for training purposes, said Schart. The TCRH estimates the construction costs for the “Urban” project (the official title of the landlord) to be “a mid-single-digit million amount”.


Collaboration across organizations and departments is a priority

“By setting up numerous training options, optimal conditions will be created on site in order to be able to carry out a wide variety of training scenarios in the future. In addition to operational training for the police, the focus of the construction project is the comprehensive cooperation between emergency services organizations to deal with complex operational situations,” explains Renato Gigliotti, spokesman for the state Ministry of the Interior, Digitalization and Migration, on the background of the ZTZ Mosbach.


According to current plans, the Baden-Württemberg police are assuming up to 60 possible participants per day of training at the TCRH facility, the spokesman continued. “An indoor shooting range with functional rooms near the former sports field is still being planned,” Gigliotti added to an RNZ inquiry about further projects on the extensive site, which was transferred to the Mosbach waste disposal company Inast during the conversion process. Jürgen Schart also confirms that there is not yet a specific date for the implementation phase.

“In the future, further construction work is conceivable on the ZTZ Mosbach site,” explains Renato Gigliotti, pointing out that the training facility for complex operational situations could be followed by further projects of a similar nature.


Designers and builders are doing great work for an important cause

Those who made it happen are also proud of the project currently in progress: “It’s a special construction site,” says Marko Graff: “Even if it’s actually sad that such operational situations even exist and that they have to be practiced in the meantime .” Wise words – but the foreman doesn’t spend too much time with them. Ultimately, things should continue as usual on the extraordinary construction site particularly quickly and exactly as usual.
