STRONG BUND 2019: Special rescue from ups and downs (SRHT) after a building collapse
Cross-organizational teaching exercise & exchange of experiences
Rescue 2020: Simplified rescue from ups and downs
Back in 2018, a meeting of the leading associations on the topic “Rescue 2020: Simplified rescue from heights and depths” took place for the first time at the TCRH Mosbach in the TCRH Training Center Rescue and Help. The field of participants was competent:
- Actors from the area of “Special rescue from ups and downs”
- Managers from the organizations' specialist departments
- Specialist teachers from training facilities of the participating organizations
- Those responsible for teaching and research
Due to the positive response from participants, a follow-up event was quickly scheduled for 2019.
Strong alliance: SRHT after building collapse
The BRH Federal Association of Rescue Dogs e.V. and the Special Rescue Association have from August 30.08th. - September 01.09.2019st, XNUMX Experts from the field of SRHT from various organizations were invited to the TCRH Training Center Rescue and Help Mosbach.
Participants were trainers/responsible persons/actors from the areas of high-altitude rescue, deep rescue and current rescue from the relevant organizations in Germany. Due to the positive response, the BRH Federal Association of Rescue Dogs e.V. invites you to the joint cross-organizational and cross-disciplinary “Strong Bond” course.
The focus is on exchanging experiences in practice
The aim of the event was to exchange experiences on the topic of rescue after a building collapse. The invited units could either actively practice and present their techniques or participate passively as observers. The skills and approaches of the different units should be presented to the other participants. Matching techniques should be found and optimized together.
Were invited ISAR Germany (International Search and Rescue), @fire (International Civil Protection Germany e.V.), the Rapid Deployment Unit for Foreign Rescue (SEEBA) from the THW (Technical Relief Organization) and representatives of the department Flow rescue of the DLRG (German Life Saving Society). @fire and ISAR Germany were unfortunately unable to take part in the event due to scheduling reasons.
Participants
2 teams actively practiced the different scenarios:
Team 1 (5 emergency services): Special Rescue Association
Team 2 (8 emergency services): THW SRHT Bendorf, DLRG LV Hessen, Ulm Fire Department, Special Rescue Association
Representatives of the following organizations took part as observers:
THW SEEBA, TCRH, Head of AK Height Rescue Baden Württemberg.
Station 1: Rescue to a flat roof
Task: Rescue a person from the ground floor to the flat roof of a two-story building without using a high diversion
challenges:
- Finding anchor points in/on the building
- Exit over the edge without a high deflection
- Rope guide / edge protection
Execution team I and 2:
- Attachment points via door and ring anchors in the building
- Redirect the ropes onto the roof, taking into account the edge protection
- 2 helpers position themselves on the outside and lift the stretcher over the edge
- Lowering/raising stretcher and rescuer via redundant system
Station 2: Rescue through a narrow pipe
Task: Rescue a person from a cavern through a pipe with a diameter of 400 mm and a length of 3 m
challenges:
- Access through confined areas
- Caring for and caring for the patient in a confined space
- Transporting the patient through the tube
- Execution team I and 2:
- Rescuer crawls through pipe to the injured person
- Spec Pak will be delivered later
- Rescuer treats patient and places him on Spec Pak
- Patient is pulled through the tube using the Spac Pak and a rope
- Savior returns
Station 3: Rescue from a crawlspace
Task: Rescue a person from a winding and sloping crawlspace. The station was carried out with and without respiratory protection
challenges:
- Access through confined areas
- Caring for and caring for the patient in a confined space
- Return transport of the patient
- Lifting the patient out through the narrow access opening in the concrete ceiling
Execution Team I:
- Tripod over the opening
- Lifting the patient out using a pulley
- Patient on Spec Pak
Advantages: - Hands-off protection
Disadvantages: - Difficult to pass delicately through the bottleneck
Execution team 2:
- Rescue via team platoon, without tripod
- Patient rescued on Spec Pak with rope and slings through upward opening
Advantages: - Sensitive passage through the bottleneck possible
Disadvantages: - Missing hands-off safety
Station 4: Rescue of a person from a cone of rubble using a cable car
Task: Building a cable-stayed railway to rescue a person
a field of rubble on the flat roof of a two-story building
building
challenges:
- Finding anchor points in/on the building
- Find anchor points on the opposite side
- Construction of the cable car
- Setting up and stabilizing a tripod to redirect the system
- Rope guide / edge protection
Execution team I and 2:
- Redundant cable-stayed railway
- Attachment points via door and ring anchors in the building
- Attachment points at the bottom to street lamps and vehicles
- Redirect the ropes onto the roof, taking into account the edge protection
- Redirecting the ropes over a tripod
- Height adjustment stretcher and patient via Aztec pulley
-> Contact between ropes and debris under load must be avoided in any case
Station 5: Rescuing a person from a vertical shaft
Task: Rescue a person from an 8 m deep vertical shaft with a diameter of approximately 0,8 m
challenges:
- Building a tripod
- Rope guide / edge protection
- Measuring gases in the shaft
Execution Team I:
- Clearance of the shaft with a gas detector
- Tripod above the shaft
- Pulley system attached directly to the tripod, not guided through the tripod
- Redundancy system not routed via tripod
- The rescuer climbs safely into the shaft and packs the patient into the Spec Pak
- Rescue patient using Spec Pak
Execution team 2:
- Clearance of the shaft with a gas detector
- Tripod above the shaft
- Continuous rope system guided by a tripod
- Redundancy system not routed via tripod
- Rescue patient using Spec Pak
Station 6: Rescuing a person from a building via an incline cable car
Task: Build a cable car to rescue a person from a building over an obstacle on the ground
challenges:
- Finding anchor points in/on the building
- Find anchor points on the opposite side
- Construction of the cable car
- Setting up and stabilizing a tripod to redirect the system
- Rope guide / edge protection
- Patient admission and exit from the building
- Sufficient height to overcome
Obstacle in the middle of the cable car
Execution team 2:
- Setting door anchors on the floor under the roof
- Redirect the ropes to the roof
- Setting a central point
- Redirecting the support cables over a tripod
- Lower anchoring of the support cables to a standard container
- The rescuer exits from the roof
- Picking up the patient with the stretcher on the floor under the roof
- Raising the patient using an Aztec pulley
- Ascent of the rescuer and raising of the stretcher
- Departure downwards
